Short version: They're insane.
Long version: A shoppie is likely to charge five- or six-figure prices for a fairly ordinary wand or staff. As a result, I have never bought a wand off a shoppie, and don't know anyone who has.
Since a wand (or staff) is a consumable item, since it is a random item, and since shoppies offer at most 1k gold to buy them, this seems unreasonable. I propose adjusting prices for magic use items to max out at ten times what a shoppie will offer. A price range up to 10k or so is enough to make you think twice before buying, but doesn't put it out of reach of ordinary mortals under ordinary circumstances. And it doesn't require item evaluation code ;-)
Exceptions could be made for highly desirable spells, such as heal and sanc, for spells not available to mortals, or for spells bigger than level 30.
