im not sure where im going with this.... but heres a start.

The prime stat for mages is intelligence.
The prime stat for clerics is wisdom.

maybe .... for each class.

a mage can
c lo intelligence

a cleric can
c lo wisdom

a symbol of great intelligence carried by a city guard
a symbol of wisdom carried by a city guard

Just a raw base... nothing too serious but it
could use some expansion...

The power requirements for casting such a spell would be enormous. You would be attempting to locate magic of a specific type at range. A spell such as the one you have outlined would be uncastable by mortals.
